Indonesia is seeking consulting services for its upcoming digital transformation initiative, supported by the World Bank. The government has issued a Request for Expression of Interest (REOI) to identify vendors specializing in digital ID, electronic know your customer (e-KYC), biometrics, and data exchange to participate in the project.
This project, based in Jakarta, will span 48 months, with a submission deadline of July 29, 2024.
In 2023, Indonesia secured a US$250 million loan from the World Bank to enhance digital identification and bolster population registration efforts, particularly in underserved provinces and among vulnerable groups. The “ID for Inclusive Service Delivery and Digital Transformation Project” aims to support the Directorate General of Population, Ministry of Home Affairs, in developing essential digital public infrastructure (DPI). This includes an identity verification and e-KYC platform, a digital identification app, and a data exchange platform.
The program outlines five key components to improve the digital identity ecosystem:
- Increasing Issuance of Legal Identity Documents: This involves issuing more national ID numbers (NIK), electronic national ID cards (e-KTP), and birth certificates.
- Developing an Identity Verification and e-KYC Platform: This platform will facilitate online transactions and secure identity verification processes.
- Integrating Public and Private Services: This includes securing data exchange and implementing an Automatic Biometrics Identification System (ABIS).
- Legal and Regulatory Reform and Human Capital Development: This component focuses on updating legal frameworks and enhancing human capital to support the digital ID ecosystem.
- Project Management, Monitoring, and Evaluation: This includes overseeing the project’s implementation, monitoring progress, and evaluating outcomes.
This comprehensive project aims to create a robust digital identification system to enhance service delivery and foster digital transformation across Indonesia.
