The Federal Competition and Consumer Protection Commission (FCCPC) and the Nigerian Communications Commission (NCC) have signed a Memorandum of Understanding (MoU) to strengthen regulatory collaboration and enhance consumer protection within Nigeria’s telecommunications industry.

The agreement, formalized on Tuesday in Abuja, aims to harmonize oversight functions between the two agencies, address overlapping regulations, and ensure efficient management of consumer issues and market violations.

Bridging Regulatory Gaps

Speaking during the signing ceremony, Tunji Bello, Executive Vice Chairman and Chief Executive of the FCCPC, highlighted the critical need for synergy between regulatory agencies. He emphasized that the partnership would enable one agency to address issues or violations that the other might not identify due to operational limitations.

“This collaboration ensures that consumer issues and market violations are effectively tackled without duplication or conflict,” Bello stated. He pointed out that Section 105 of the Federal Competition and Consumer Protection Act (FCCPA) mandates such cooperation, describing the MoU as a significant step in fulfilling this legal requirement.

The MoU simplifies the regulatory process for consumers by reducing the need to interact with multiple agencies on the same issue. It also streamlines operations for telecom operators, offering a unified approach to regulatory oversight.

Benefits for Stakeholders

Tunji Bello described the agreement as both challenging and rewarding, commending the dedication of Aminu Maida, Executive Vice Chairman and Chief Executive of the NCC, and the shared vision of both institutions.

“The signing of this MoU represents the unification of two dedicated regulatory bodies, aligning with legal mandates to close gaps in telecoms industry oversight,” Bello added.

The collaboration promises tangible benefits for telecom operators and consumers, including enhanced consumer protection, promotion of fair competition, and the elimination of exploitative practices.

Aminu Maida, Executive Vice Chairman and Chief Executive of the NCC, echoed similar sentiments, describing the MoU as a pivotal milestone in regulatory governance.

“This MoU is a testament to our shared vision of fostering a transparent, competitive, and consumer-focused telecommunications industry,” Maida said. He expressed optimism that the partnership would harmonize regulatory efforts, reduce uncertainty, and align with the Federal Government’s Ease of Doing Business objectives.

Maida also stressed the importance of telecommunications as a cornerstone of Nigeria’s economic and social development. He emphasized the necessity of safeguarding consumer access to affordable and reliable services while ensuring a level playing field for industry stakeholders.

The NCC chief commended the FCCPC for its dedication to promoting healthy competition and protecting consumer rights. He added that the partnership would address current regulatory challenges and prepare for future industry needs.
