The European Payments Council (EPC) has issued a Request for Proposals (RFP) to develop an API Test Toolbox for its Verification of Payee (VOP) scheme. The VOP scheme, which is set to launch on October 5, 2025, aims to provide Payment Service Providers (PSPs) across the European Union (EU) and European Economic Area (EEA) with a robust mechanism for verifying payees in instant credit transfer transactions.
The VOP scheme relies on APIs to facilitate inter-PSP communication, posing challenges such as ensuring cross-border reachability, interoperability, and seamless functionality among participants. To address these challenges, the EPC plans to establish a reference API test environment to emulate both server-side and client-side interactions within the VOP scheme.
Additionally, the EPC requires a VOP API Reference Toolbox to enable stakeholders to self-certify their compliance with the VOP API standards.
The RFP process will commence on December 23, 2024, with a submission deadline of January 17, 2025. Interested candidates must complete a registration form to receive the RFP document and submit their applications via email.
This initiative marks a critical step in advancing payment verification infrastructure and fostering collaboration across the EU and EEA financial ecosystem.
