President Bola Ahmed Tinubu of Nigeria has expressed his commitment to revolutionize the country’s civil service and data management through the integration of technology into public administration. This commitment was reiterated during his meeting with Andres Arroyo, Vice President of Oracle, at the state house.

In a statement signed by Ajuri Ngelale, the President conveyed his enthusiasm for partnering with Oracle to achieve ambitious goals in leveraging technology for enhanced data accuracy, transparency in public institutions, and improved accountability.

President Tinubu expressed his confidence in Oracle’s capabilities, referencing their successful automation of Lagos State’s payroll system during his tenure as the state’s governor. He anticipates that Oracle’s expertise will significantly contribute to enhancing business operations, fostering digital innovation, improving identity management, streamlining payroll processing, and delivering superior services to Nigerian citizens.

“I have experienced Oracle’s effectiveness, and it has contributed to our success. In Lagos State, our collaboration with you has served as a blueprint for other states in the Federation,” remarked Tinubu.

Tinubu’s Vision for Strengthening Nigerian Institutions through Data

During the meeting, President Tinubu underscored the critical importance of accurate data and advanced data management capabilities in fortifying Nigeria’s institutions. He emphasized that human resources can effectively serve the nation and its citizens when adequately trained and equipped with robust data.

Tinubu articulated his government’s commitment to a bottom-up approach, believing that comprehensive solutions for public administration can be distilled from a single document, thereby enhancing efficiency and reliability.

“We can only build our institutions with accurate data and cutting-edge data management capabilities that are reliable and effective. We can only rely on our human resources for excellent service delivery to Nigerians if they are well-trained and ready to learn,” he stated.

Furthermore, the President expressed concerns about the excessive size of the civil service payroll, both at the national and sub-national levels. He highlighted that this sizable wage bill significantly consumes the country’s revenue, posing challenges for crucial infrastructure development.

“I am deeply concerned every time I see the size of the payroll. How can we find the capital to develop the critical infrastructure we need if the payroll, which serves only 1% to 2% of the population, is consuming all our revenue?”

Oracle’s Response and Collaborative Prospects

In response to the meeting, Andres Arroyo, Vice President of Oracle, commended President Tinubu for prioritizing the welfare of Nigerians through this collaboration. He assured that this partnership would lead to more streamlined governance and improved oversight of the country’s economic activities.

Benefits of Technological Innovations in Public Service

Numerous stakeholders in Nigeria’s technology ecosystem and the nation at large have consistently advocated for increased innovation within the public service. The potential benefits for Nigerians include:

  1. Enhanced Efficiency: Technology adoption can streamline bureaucratic processes, reduce paperwork, and accelerate the delivery of public services, resulting in faster responses to citizens’ needs.
  2. Transparency and Accountability: Technology provides tools to enhance transparency in government operations, facilitating expenditure tracking, reducing corruption, and ensuring more effective use of public funds.
  3. Improved Service Delivery: Citizens can access improved and more accessible public services, including online application processes, e-governance platforms, and digital information and resource access.
  4. Data-Driven Decision-Making: Technology enables the collection and analysis of extensive data, empowering policymakers to make informed decisions based on evidence and real-time information.
  5. Cost Savings: Over time, digitalization can lead to cost savings in administrative processes and a reduction in the need for physical infrastructure.
  6. Economic Growth: A technology-savvy government can attract investment and foster a thriving technology sector, potentially driving economic growth and job creation.
  7. Global Competitiveness: Embracing technology can position Nigeria to compete on a global scale, attract foreign investment, and participate more effectively in the digital economy.
  8. Improved Security: Technology can enhance national security through enhanced data protection, cybersecurity measures, and the ability to monitor and respond to security threats more effectively.

Overall, the readiness to integrate technology into public service administration has the potential to modernize and transform government operations in Nigeria, resulting in improved services, heightened accountability, and a more responsive and efficient public sector.

The effectiveness of the partnership with Oracle, as demonstrated in Lagos State’s past collaboration, will be closely monitored to gauge its immediate impact on the average Nigerian.
