Nigeria: NIPSS Embraces Digital Transformation with Launch of Paperless E-Classroom Platform

Following the submission of its landmark report on Nigeria’s digital economy to President Bola Ahmed Tinubu, the National Institute for Policy and Strategic Studies (NIPSS) has launched an innovative paperless, web-based E-Classroom platform to enhance digital learning, collaboration, and knowledge sharing.

Already in use by participants of the Senior Executive Course (SEC) 47, the E-Classroom facilitates seamless file sharing, real-time communication, and assignment tracking, providing an interactive space for both instructors and participants. This milestone highlights NIPSS’s commitment to digital transformation, integrating technology into its academic and research initiatives.

Strategic Digital Economy Report and Government Action

The launch of the E-Classroom platform follows the presentation of a comprehensive report on Nigeria’s digital economy by SEC 46 participants to President Tinubu at the Presidential Villa in Abuja. The report outlined an eight-point action plan aimed at accelerating Nigeria’s digital transformation, including:

  • Fast-tracking the passage of the Digital Economy and e-Governance Bill 2024 to establish a robust legal framework for digital innovation.
  • Mandating all Ministries, Departments, and Agencies (MDAs) to migrate to the OneGov.ng portal for streamlined digital governance.
  • Adopting a ‘Quintuple-Helix Model’ to drive digital growth, youth empowerment, and job creation.
  • Providing sustainable funding for the 3 Million Technical Talent (3MTT) initiative to build a skilled digital workforce.

In response, President Tinubu directed the Minister of Communications, Innovation, and Digital Economy to collaborate with NIPSS, the Secretary to the Government of the Federation (SGF), and the Head of the Civil Service to ensure swift implementation of these recommendations.

“As Nigeria’s foremost policy think tank, NIPSS has identified critical overlaps in government agencies, and we will address these issues. Your work is invaluable to our nation, and I commend the participants for their dedication,” President Tinubu stated.

Building a Thriving Digital Ecosystem

Prof. Ayo Omotayo, Director-General of NIPSS, underscored the institute’s extensive research, including domestic and international study tours to assess global best practices in digital transformation.

“In this era of rapid technological advancement, Nigeria must leverage its youthful population to build a thriving digital economy,” Omotayo stated. “From FinTech and AgriTech to E-Commerce and Artificial Intelligence, the opportunities are vast. However, infrastructural gaps, digital skill shortages, and regulatory challenges must be addressed to fully harness this potential.”

He emphasized the importance of targeted policies to create an enabling environment for startups, enhance broadband access, and improve access to financing.

A New Era of Digital Governance and Education

With the launch of the E-Classroom platform and the government’s focus on implementing the digital economy action plan, Nigeria is stepping into a technology-driven era of education, governance, and economic growth.

Experts stress that while these initiatives mark significant progress, effective policy implementation and sustained investment will be key to unlocking Nigeria’s digital potential and creating millions of sustainable jobs for the country’s youth.

Through these efforts, NIPSS positions itself as a strategic force in shaping Nigeria’s digital future, ensuring that governance and education align with the demands of the modern digital economy.
