NCC Unveils Device Management System to Safeguard Mobile Phone Users

The Nigerian Communications Commission (NCC) has introduced a Device Management System (DMS) to enhance security and protect consumers in Nigeria’s mobile device market. The system aims to serve as a centralized equipment identity register, allowing for comprehensive tracking and monitoring of mobile devices across all network operators in the country.

According to the NCC, the DMS will create a unified database under the new ‘Type Approval Business Rule 2024,’ designed to combat phone theft, reduce the use of counterfeit devices, and ensure compliance with regulatory standards. All mobile network operators will be required to connect to the DMS and adopt NCC’s network-related policies, ensuring a standardized approach to device management.

This initiative is expected to significantly strengthen the security and integrity of Nigeria’s communication networks, providing consumers with better protection while fostering a safer mobile ecosystem.

The NCC stated, “The NCC-DMS will acquire the International Mobile Equipment Identity (IMEI) of all devices accessing the communication network and synchronize with international IMEI databases to maintain a registry of all communication devices in the Federal Republic of Nigeria.”

The DMS also introduces a mandatory device registration fee, separate from the existing type approval fees, which all registered devices must adhere to.

Originally announced in 2021, this initiative aims to enhance transparency, accountability, and national security in Nigeria’s telecommunications sector. The NCC emphasized that the DMS will play a crucial role in tackling issues such as counterfeit mobile phones, phone theft, and crimes involving stolen devices.

In its statement, the NCC noted, “To combat the counterfeit mobile phone market, deter phone theft, bolster national security, protect consumer interests, increase government revenue, and reduce kidnapping, the deployment of the Device Management System is essential. This system will also facilitate the blocking and tracing of stolen mobile phones and other smart devices.”

The introduction of the DMS represents a significant step toward securing Nigeria’s telecommunications infrastructure and ensuring the responsible use of mobile devices.
