The Algorand Foundation, a leading blockchain firm, has pledged its support to Plateau State’s digitalization agenda under Governor Caleb Mutfwang. The partnership is aimed at advancing the state’s governance through the deployment of decentralized identity (DiD) solutions, aligning with the governor’s vision for a more efficient and transparent administrative system.

At a decentralized identity stakeholders’ meeting held at the New Government House in Little Rayfield, Jos, Benjamin Onuoha, Country Head of the Algorand Foundation, emphasized the foundation’s commitment to helping Plateau State achieve its digital transformation goals. He outlined how the adoption of blockchain-based decentralized identity systems could revolutionize governance in the state.

“Plateau State seeks to establish a modern, digital identity system that will not only enhance its administrative capabilities but also improve service delivery and promote transparency,” Onuoha explained. He added that DiD empowers individuals by enabling them to control their personal data, moving away from the traditional reliance on centralized authorities.

Onuoha elaborated on how DiD operates using blockchain technology to create, manage, and verify digital identities in a decentralized manner. This approach enables citizens to use a single digital identity across multiple services and platforms, eliminating the need for repeated registrations and reducing paperwork. “Its defining features are self-sovereignty, privacy, and security,” he said. “Individuals retain full control over their digital identities, and the data is securely stored, shared only with trusted parties.”

Expanding the Potential of Blockchain Technology

Highlighting the potential of blockchain technology, Onuoha noted that it can securely record data in a transparent, tamper-proof way, making it ideal for managing essential records such as identity information, land titles, and financial transactions. He pointed out that DiD solutions could enhance the operations of various Plateau State ministries and agencies, particularly in securing digital health records, streamlining patient management, and improving service delivery.

Onuoha also outlined how DiD could streamline the education sector by facilitating the registration and verification of students. This would reduce administrative burdens and prevent certificate fraud, as academic records could be securely linked to digital identities and instantly verified by employers and institutions. In the agricultural sector, DiD could ensure accurate verification of farmers’ identities, enhancing the transparent distribution of subsidies and resources.

Additionally, he emphasized the benefits of digitizing land titles using blockchain to ensure transparency and prevent tampering. Digital identities could also track and report on infrastructure projects, reducing the risk of mismanagement and ensuring accountability.

Enhancing Urban Development and Investment Potential

For the Jos Metropolitan Development Board (JMDB), Onuoha highlighted that digital identities could streamline the tracking of building permits and urban development activities, ensuring compliance with regulatory standards. He added that citizens could use their digital identities to report issues and request services, enhancing communication between the government and residents.

John Agaldo, CEO of IOTU, pointed out that this digital initiative could attract foreign direct investment into Plateau State. He emphasized that the efficiencies brought about by DiD—such as reducing wastages and eliminating manual paperwork—position the state as a future hub for investment. “We aim to transform Plateau State into a hub for foreign investment by leveraging the efficiencies gained through this sophisticated digital identity system,” Agaldo said.

Government Support and Data Accuracy

Dominic Datong Gwaman, Director General of the Plateau Information and Communication Technology Development Agency (PICTDA), underscored the importance of accurate data in driving the initiative’s success. “We will ensure that the data used is accurate, personalized, and secure,” he said, emphasizing the government’s strong commitment to maximizing the benefits of digitalization for the state’s citizens.

With blockchain and DiD technology at the forefront of this transformation, Plateau State is positioning itself to become a leader in digital governance and innovation in Nigeria.
