SSS and RCBC Unveil Digital Microloan to Deepen Financial Inclusion

The Social Security System (SSS) and Rizal Commercial Banking Corporation (RCBC) have expanded their partnership to advance financial inclusion and social protection through innovative digital solutions.

Announced during the Singapore Fintech Festival 2025, the collaboration builds on the success of the MySSS Card powered by RCBC DiskarTech, with the launch of the new SSS x RCBC Digital Microloan—a fully digital lending service accessible via the DiskarTech app.

Through this initiative, SSS members will be able to apply for and receive microloans directly in their DiskarTech accounts, marking a major milestone in the government’s digital transformation drive toward faster, safer, and more inclusive financial services.

Since the launch of the MySSS Card, account registrations have surged by over 2,300% daily, highlighting strong demand among Filipino workers for simple and secure digital access to government-linked financial products. More than 50,000 members now hold the MySSS Card, which doubles as both an identification and debit card, seamlessly integrating financial and social security services on one platform.

Under the new digital micro-lending programme, SSS will provide funding for loans of up to ₱20,000, with flexible terms ranging from 15 to 90 days and an 8% annual interest rate. Loan proceeds will be disbursed directly to members’ DiskarTech accounts, and the total potential loanable amount could reach ₱24 billion based on eligible membership.

“This initiative aligns perfectly with our mission to provide accessible and affordable financial support to our members—now made faster, simpler, and more secure through technology,” said the SSS leadership.

Echoing this, Lito Villanueva, RCBC Executive Vice President and Chief Innovation and Inclusion Officer, noted:

“This is a powerful example of how digital public-private collaboration can transform lives. By combining SSS’s trust and reach with RCBC’s fintech capabilities through DiskarTech, we are reimagining inclusive lending that is instant, transparent, and responsive to the needs of every Filipino worker.”

To access the digital microloan, members must have an active RCBC DiskarTech account registered as their disbursement option through the SSS Member Portal or MySSS Card application, and must also be enrolled in the Philippine National ID System (PhilSys).

The service will be rolled out nationwide early next year, with full implementation guidelines to follow, marking a new era of digitally enabled social protection and inclusive finance for SSS members across the Philippines.
