Telcos accelerate infrastructure investment to improve network quality in Ghana

Ghana’s telecommunications sector is set for a significant infrastructure boost, as major operators ramp up investment to address persistent network challenges and improve nationwide connectivity.

The Minister for Communication, Digital Technology and Innovations, Samuel Nartey George, disclosed that ongoing expansion efforts led by key industry players, including MTN and Telecel, are expected to enhance service quality in the coming months.

Speaking during the rollout of the government’s One Million Coders Programme on April 10, 2026, the minister emphasised that sustained investment in digital infrastructure remains central to Ghana’s broader digital transformation agenda.

Network expansion gains momentum

According to the minister, Telecel has committed to deploying 150 new cell sites, while MTN is significantly scaling its rollout following regulatory engagement. After initial plans to expand by 500 sites, the operator secured approval to add an additional 300 sites—bringing its total to 800 new sites for the year.

The scale of this expansion marks a sharp increase compared to historical deployment levels.

“On average, about 223 sites were built annually. This year, we are seeing nearly four times that number, which should translate into noticeable improvements in network performance,” the minister noted.

Regulatory pressure and consumer outcomes

The expansion drive is being complemented by regulatory oversight from the National Communications Authority(NCA), which continues to enforce service quality standards across the sector.

Samuel George indicated that enforcement measures—including fines imposed on operators for service lapses—will be strategically utilised to improve network infrastructure and service delivery.

“If penalties are applied, the NCA will ensure that such funds are reinvested into improving network quality so that consumers directly benefit,” he said.

Supporting digital transformation

The push for improved connectivity aligns with Ghana’s ambition to deepen digital inclusion and support emerging technology initiatives. Reliable network infrastructure is critical not only for consumer communications but also for programmes like the One Million Coders initiative, which aims to build digital skills and expand participation in the digital economy.

While the full impact of the current investments may take time to materialise, policymakers and industry stakeholders expect the accelerated rollout of network infrastructure to deliver measurable improvements in coverage, speed, and service reliability across the country.
