With the aim of making Angola a modern digital state with user-friendly and secure ICT solutions that make life easier for citizens, the government sought the expertise of Estonia, the European champion in all categories of e-government.
Adão de Almeida, Minister of State and Head of the Civil House of the President of the Republic of Angola, and Kristjan Järvan, Estonian Minister of Enterprise and Information Technology, signed on Friday 14 April in Tallinn, Estonia, a Memorandum of Understanding to strengthen cooperation between the two States in digital governance, administrative modernization and capacity-building.
« Estonia is one of the most advanced and innovative digital societies in the world, but it has taken decades of work to get there. We are happy to share the knowledge, skills and experience we have accumulated, as digital capacity is essential for the social and economic development of any country,” said Kristjan Järvan.
Indeed, for several years, Estonia has established itself as a model in the exploitation of digital technology to simplify citizens’ lives, improve political efficiency and boost the economy. The country has achieved the feat of moving from “all paper” to “all digital”. In 2022, Estonia was the 8e countries in the world with one of the best e-government development indices. In 2020, the country was ranked 3e of the same ranking (E-Government Development Index) unveiled by the United Nations.
This status of champion of e-administration has already earned it in the past the solicitation of other African countries such as Benin, the Democratic Republic of Congo, Mauritius …
Thus, the Memorandum of Understanding signed between the two countries will allow Angola to benefit from Estonia’s experience in dematerialization, debureaucratization and digitization of public administration. The protocol will also give Estonian companies the opportunity to enter the Angolan and more broadly African market.
