Africell Angola advances its launch of mobile services with Oracle

Africell, Angola’s fourth and newest mobile operator has selected Oracle Communications to manage its charging and billing, as the network operator moves to monetize its mobile services in the country.

Operating in Africa since 2001, Africell, which was licenced to operate in Angola in February 2021, now serves more than 12 million customers in Gambia, Sierra Leone, the Democratic Republic of Congo, and Uganda.

The company plans to launch service in Angola by the end of 2021 with a mission to advance economic growth for its diverse customers in their communities through the power of voice, VoLTE, data and messaging, Africell said in a statement.

Commenting on the partnership with Oracle, Younes Chaaban, Africell’s Chief Technical Officer said:  “Africell is committed to establishing fast and reliable mobile connectivity in the local communities we serve.” As we grow our business, we need flexible and scalable charging and revenue management systems that support our prepaid and postpaid service models – and which will support future 5G services. Oracle’s complete solution meets our business and technical requirements and will accelerate our time to market in Angola.”

To meet its end of year deadline and lay the groundwork for a new generation of mobile services in Angola, Africell required a complete, integrated solution to support account activation, providing real-time account balance information, and usage mediation, added the statement.

The fully integrated platform will include Oracle Communications Billing and Revenue Management together with Oracle Converged Charging, Oracle Policy Management, and Oracle Activation to automatically activate services for end customers.

“Oracle’s investment in a complete converged charging, policy management, and flexible standards-based platform will help Africell achieve rapid growth and build a strong brand presence in the new Angola market,” said Jason Rutherford, senior vice president and general manager, Oracle Communications, Applications.

Covalensedigital, a global systems integrator with deep expertise in telecommunications and member of Oracle PartnerNetwork (OPN), is managing the implementation of the solution.
