The National Information Technology Development Agency (NITDA) has invited stakeholders to review and provide input on several draft guidelines designed to regulate IT projects and enhance Nigeria’s digital economy.
The agency announced four critical documents open for public consultation:
- Guidelines for Licensing IT Projects Clearance Compliance Assurance Firms.
- Regulatory Guidelines for Electronic Invoicing.
- Standards for Software Development and Testing.
- Proposed amendments to the 2018 Guidelines for Clearing IT Projects within Federal Public Institutions (FPIs).
This announcement was made by Mrs. Hadiza Umar, Director of Communications and Media Relations at NITDA.
Enhancing the Digital Economy
NITDA emphasized that these guidelines aim to address the evolving needs of Nigeria’s IT industry while fostering the development of a robust digital economy. By incorporating public feedback, the agency seeks to ensure that the proposed regulations align with industry expectations and government objectives.
Key Objectives of the Guidelines
1. Licensing IT Projects Clearance Compliance Assurance Firms (2024):
This guideline focuses on professionalizing IT project clearance processes within federal institutions. It is expected to improve project design, evaluation, and compliance with government standards.
“The instrument will ensure IT projects are effectively conceptualized, designed, and compliant with federal rules, supporting the Federal Government’s digital infrastructure goals and the Renewed Hope Agenda,” the agency explained.
2. Regulatory Guidelines for Electronic Invoicing:
These guidelines aim to enhance transparency, automate e-government processes, and improve tax compliance, preparing Nigeria for increased participation in global digital commerce.
“This regulation supports prudent revenue administration and fiscal growth by leveraging technology for efficient invoicing,” NITDA stated.
3. Standards for Software Development and Testing:
This document seeks to ensure that software utilized by government agencies adheres to quality, security, and operational standards. It aims to reduce operational risks and enhance service delivery.
“The objective is to ensure software meets functional and non-functional requirements, safeguarding institutions against risks while improving performance and reliability,” NITDA noted.
Public Consultation
NITDA has encouraged stakeholders to participate in the consultation process, which remains open until 26 November 2024. Feedback can be submitted via email to regulations@nitda.gov.ng.
Through these efforts, NITDA aims to drive innovation, ensure regulatory compliance, and support Nigeria’s transition to a fully digital economy. Stakeholders’ contributions are pivotal in shaping regulations that foster sustainable growth and operational excellence in the IT sector.
