Nigeria: NCC Halts Issuance of Telecom Licences for Market Evaluation

The Nigerian Communications Commission (NCC) has declared a temporary pause on the issuance of new licenses for Interconnect Exchange, Mobile Virtual Network Operator (MVNO), and Value Added Service Aggregator. Effective from May 17, 2024, this suspension is intended to enable the telecoms regulator to conduct a comprehensive assessment of competition levels, market saturation, and prevailing market dynamics within these sectors.

In a public notice signed by Reuben Muoka, Director of Public Affairs, the NCC clarified that the suspension is vital for evaluating and ensuring equitable competition and sustainable market expansion.

Throughout the suspension period, new applications for these specific licenses will not be accepted. However, pending applications will continue to be reviewed and assessed based on their merits. Stakeholders are encouraged to direct any inquiries or requests for clarification to licensing@ncc.gov.ng.

This temporary suspension is consistent with the NCC’s mandate under the Nigerian Communications Act (NCA) 2003, which includes the granting and renewal of licenses, promotion of fair competition, and facilitation of the communications industry’s development.

The public notice from the NCC titled ‘Temporary Suspension of the Issuance of Communications Licences in Three (3) Categories’ highlights the commencement of the suspension on Friday, May 17, 2024. It emphasizes the need for a comprehensive review encompassing various key areas within the specified categories to ensure informed decision-making.

During this period, the NCC will conduct a thorough examination of factors such as current competition levels, market saturation, and existing market dynamics. The suspension does not affect pending applications, which will be evaluated impartially based on their individual merits.
