NCC and BPSR Join Forces to Accelerate Digital Reform in Nigeria

The Nigerian Communications Commission (NCC) and the Bureau of Public Service Reforms (BPSR) have signed a Memorandum of Understanding (MoU) to collaborate on accelerating the digitization reform process in the country.

In a statement released by NCC’s Director of Public Affairs, Reuben Muoka, it was revealed that the Executive Vice-Chairman of the NCC, Prof. Umar Danbatta, emphasized that this collaboration aligns with NCC’s Strategic Vision Plan (SVP) to partner with relevant stakeholders.

Danbatta highlighted that the MoU will enhance efficiency and productivity by capturing the roles of enabling policies and implementing institutions, which are crucial for successful digital transformation. He emphasized the NCC’s commitment to driving broadband penetration, as it forms the backbone for the digitization process.

The deployment of broadband infrastructure, as outlined in the Nigerian National Broadband Plan, will play a key role in transforming governance and various services sectors of the economy. Danbatta envisioned a paperless government, where processes and transactions are conducted online, leading to increased efficiency.

He stated, “After the process, governance will be paperless, and chief executive officers will be able to deal with mail without necessarily signing most things offline because virtually everything will be done online. Indeed, the transition will be worth it, as the process is associated with efficiency, which naturally results from operating a paperless system of governance or administration at the level of entities such as the BPSR and NCC.”

The Director-General of BPSR, Dasuki Arabi, acknowledged that the bureau chose to collaborate with the NCC due to its outstanding performance and recognition, exemplified by winning the Platinum Award. He noted that this partnership has roots dating back to 2016 when NCC became the first government agency to undergo the BPSR online Self-Assessment Tool (SAT) and was rated a Platinum Organization.

Arabi expressed optimism that the MoU would strengthen cooperation between Federal and State governments to improve service delivery. He emphasized the importance of addressing Transparency International Corruption Perception Index and creating a safe and secure environment that encourages economic growth and investment.

The MoU is seen as an opportunity to consolidate efforts in delivering a robust and resilient public service, fostering a well-functioning federal system with zero-tolerance for corruption. The focus on improving access to government information and services is expected to have a direct positive impact on the socio-economic development of Nigeria.
