ECB Seeks Expertise on Offline Deployment of Digital Euro

The European Central Bank (ECB) is reaching out to experts in mobile technology to provide guidance on developing an offline model for digital euro transactions.

The ECB is exploring the integration of the digital euro’s offline functionality into embedded Secure Elements (eSE) and embedded SIMs (eSIMs) within users’ devices. To enhance its understanding of the market, technical, and business dimensions of such a deployment, the ECB is seeking input from Original Equipment Manufacturers (OEMs) of mobile devices, Mobile Network Operators, and specialized Trusted Service Managers.

Currently, the ECB is midway through a two-year preparatory phase focused on establishing the groundwork for a potential digital euro issuance. This phase includes an in-depth examination of technical aspects, including offline functionality and the development of a testing and rollout strategy.

The ECB aims to engage in technical discussions on deploying applets on embedded Secure Elements, as well as addressing business considerations, including setup and the roles of various stakeholders. These discussions will be conducted through a series of 60-minute Q&A sessions scheduled between September 16 and September 30, with participation limited to members of the ECB’s digital euro project team.

Interested parties are invited to express their interest by emailing DigitalEuro@ecb.europa.eu by September 10, 2024. Submissions should include a brief description of expertise in the relevant areas, limited to 300 words.
