UNDP Seeks 460 Biometric Registration Kits to Support Honduras’ Citizen Registry

The United Nations Development Programme (UNDP) has issued a call for bids to supply 460 Biometric Citizen Registration (BCR) kits for Honduras. This procurement is being facilitated through the new UNDP Quantum supplier portal, and interested vendors are invited to submit their bids by September 30, 2024.

The initiative aims to bolster the efforts of Honduras’ Registro Nacional de las Personas (RNP) in maintaining and updating the national citizen registry. Specifically, the biometric kits will support the ongoing registration of eligible minors aged 16 to 18, building on a previous national registration campaign for citizens over 18 years old.

The scope of the tender includes not only the provision of the biometric kits but also the development of biometric citizen registration software development kits (SDKs), a two-year warranty with technical assistance during the first year, and comprehensive training services. According to the procurement notice on the UNDP website, the selected supplier will be responsible for delivering the kits to Tegucigalpa, Honduras, and ensuring the integration and compatibility of all kit components as outlined in Form G of the Technical Bid.

Submission Process

Interested bidders must register or log in to the UNDP Quantum supplier portal to participate in the tender process. Prospective bidders are also encouraged to create a draft response within the system to receive notifications in case of any changes to the tender requirements. For further clarifications, the portal’s messaging function is available to all bidders.

This initiative is part of a broader effort to enhance Honduras’ civil registration and identity verification systems. Last year, the country received $40 million in funding from the World Bank to digitize its civil registration and vital statistics system, further strengthening its identity services.
