Cameroon Receives $4.8M Grant from South Korea for Civil Registration Modernization

Cameroon’s Minister of the Economy, Planning and Regional Development, Alamine Ousmane Mey, recently signed a significant agreement with the government of South Korea, securing XAF 23.21 billion (US$38 million) for the execution of five key development projects in the country.

A portion of these funds, amounting to $4.8 million, will be allocated to the next phase of Cameroon’s ongoing initiative to upgrade and digitize its civil status registration system.

Minister Ousmane Mey represented Cameroon in the signing, while Ambassador Nam Ki-wook signed on behalf of South Korea.

Cameroon is actively pursuing the digitization of its civil status registration system. Actions taken so far include a pilot project using the OpenCRVS platform for birth registration in 20 municipal councils. In May, a national forum of mayors was held to discuss challenges in civil status registration.

Ousmane Mey highlighted that the $4.8 million from the $38 million grant will support further activities aimed at establishing a robust, efficient, and secure foundational identity system for Cameroon.

This initiative is part of the “Support Program for the Modernization of the Civil Registration System” (PAMEC), which is supported by the Korea International Cooperation Agency (KOICA). The project also receives financial backing from the German Agency for International Cooperation (GIZ).

Ambassador Nam Ki-wook emphasized that this funding agreement reflects the strong relationship between the two countries and urged the Cameroonian government to implement the project transparently and accountably.

In addition to the civil registration modernization, the grant will support other digital initiatives. One of these is the second phase of the “e-Procurement System Development Project,” which will receive $5.6 million to enhance the transparency and efficiency of public contracts procurement.

Another digital initiative is the “Smart Campus” project, which will receive $8 million. This project aims to promote digital government efforts in public administration and modernize public service delivery.

Beyond the digital realm, the remaining funds will be used for two additional projects: providing potable water schemes in four council areas and strengthening the country’s emergency medicines management system.
