The retreat was part of the <strong data-start=\"690\" data-end=\"723\">Zero Dose Learning Hub (ZDLH)<\/strong> initiative and themed <em data-start=\"746\" data-end=\"818\">\u201cLegislative Partnerships for Reaching Zero-Dose Children in Nigeria.\u201d<\/em><\/p>\n<p data-start=\"820\" data-end=\"1044\">Hon. Amos Magaji, Chairman of the House Committee on Health Care Services, described the declaration as a crucial step towards closing immunisation gaps and advancing health equity for vulnerable children across the country.<\/p>\n<blockquote data-start=\"1046\" data-end=\"1248\">\n<p data-start=\"1048\" data-end=\"1248\">\u201cWe are confronting a preventable tragedy. Too many Nigerian children are still missing life-saving vaccines. This retreat is about taking legislative responsibility for health equity,\u201d Magaji stated.<\/p>\n<\/blockquote>\n<p data-start=\"1250\" data-end=\"1499\">The retreat brought together lawmakers from the National and State Assemblies alongside primary health care leaders, creating a collaborative platform for developing evidence-driven strategies. Key challenges identified during the sessions included:<\/p>\n<ul data-start=\"1501\" data-end=\"1916\">\n<li data-start=\"1501\" data-end=\"1637\">\n<p data-start=\"1503\" data-end=\"1637\"><strong data-start=\"1503\" data-end=\"1551\">Absence of routine immunisation budget lines<\/strong> in several state budgets, threatening the sustainability of vaccination programmes.<\/p>\n<\/li>\n<li data-start=\"1638\" data-end=\"1754\">\n<p data-start=\"1640\" data-end=\"1754\"><strong data-start=\"1640\" data-end=\"1662\">Low vaccine uptake<\/strong>, driven by socio-cultural barriers, remote geography, and conflict-related access issues.<\/p>\n<\/li>\n<li data-start=\"1755\" data-end=\"1916\">\n<p data-start=\"1757\" data-end=\"1916\"><strong data-start=\"1757\" data-end=\"1776\">Governance gaps<\/strong>, such as the absence of functioning boards within some State Primary Health Care Development Agencies, limiting oversight and coordination.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"1918\" data-end=\"2073\">These challenges, the lawmakers noted, contribute to Nigeria\u2019s ranking among the top five countries globally with the highest number of zero-dose children.<\/p>\n<p data-start=\"2075\" data-end=\"2175\">The Lagos Declaration concluded with a communique outlining firm legislative commitments, including:<\/p>\n<ul data-start=\"2177\" data-end=\"2971\">\n<li data-start=\"2177\" data-end=\"2279\">\n<p data-start=\"2179\" data-end=\"2279\"><strong data-start=\"2179\" data-end=\"2234\">A national convergence of Health Committee Chairmen<\/strong> from all 36 states, scheduled for Q4 2025.<\/p>\n<\/li>\n<li data-start=\"2280\" data-end=\"2403\">\n<p data-start=\"2282\" data-end=\"2403\"><strong data-start=\"2282\" data-end=\"2334\">Advocacy for dedicated immunisation budget lines<\/strong> in the 2026 state budgets to ensure sustainable vaccine financing.<\/p>\n<\/li>\n<li data-start=\"2404\" data-end=\"2579\">\n<p data-start=\"2406\" data-end=\"2579\"><strong data-start=\"2406\" data-end=\"2447\">Oversight visits to ZDLH focus states<\/strong>, beginning with Borno, to assess funding implementation and evaluate progress under the Basic Health Care Provision Fund (BHCPF).<\/p>\n<\/li>\n<li data-start=\"2580\" data-end=\"2694\">\n<p data-start=\"2582\" data-end=\"2694\"><strong data-start=\"2582\" data-end=\"2651\">Strengthening decentralised immunisation monitoring (DIM) surveys<\/strong>, aimed at boosting local accountability.<\/p>\n<\/li>\n<li data-start=\"2695\" data-end=\"2813\">\n<p data-start=\"2697\" data-end=\"2813\"><strong data-start=\"2697\" data-end=\"2732\">Quarterly legislative oversight<\/strong> on fund disbursement and utilisation for primary health care and immunisation.<\/p>\n<\/li>\n<li data-start=\"2814\" data-end=\"2971\">\n<p data-start=\"2816\" data-end=\"2971\"><strong data-start=\"2816\" data-end=\"2846\">Community-level engagement<\/strong>, including briefings for local government chairpersons and lawmakers in ZDLH-supported LGAs to foster deeper accountability.<\/p>\n<\/li>\n<\/ul>\n<blockquote data-start=\"2973\" data-end=\"3148\">\n<p data-start=\"2975\" data-end=\"3148\">\u201cThis isn\u2019t just a health issue\u2014it\u2019s a national development emergency. The time for fragmented efforts is over. The legislature must lead from the front,\u201d Magaji emphasized.<\/p>\n<\/blockquote>\n<p data-start=\"3150\" data-end=\"3340\">According to the <strong data-start=\"3167\" data-end=\"3202\">World Health Organisation (WHO)<\/strong> and <strong data-start=\"3207\" data-end=\"3217\">UNICEF<\/strong>, over two million Nigerian children remain unvaccinated, particularly in rural, hard-to-reach, or conflict-affected areas.<\/p>\n<p data-start=\"3342\" data-end=\"3557\">The ZDLH initiative, backed by a consortium of development partners, is leveraging the <strong data-start=\"3429\" data-end=\"3447\">IRMMA strategy<\/strong>\u2014<em data-start=\"3448\" data-end=\"3493\">Identify, Reach, Monitor, Measure, Advocate<\/em>\u2014to pilot and scale innovative interventions in priority states.<\/p>\n<p data-start=\"3559\" data-end=\"3895\">With the National Assembly now taking a proactive stance, attention turns to how these commitments will be translated into concrete action at both federal and state levels.
