The vote took place during the World Health Assembly on Monday in Geneva, marking a milestone in global public health diplomacy.<\/p>\n<p class=\"\" data-start=\"716\" data-end=\"1034\">The treaty\u2014hailed as a <strong data-start=\"739\" data-end=\"827\">landmark accord on equitable access to health tools and pandemic response governance<\/strong>\u2014was prompted by the lessons learned from the COVID-19 pandemic, which exposed deep structural inequalities in access to vaccines, diagnostics, and treatments, especially in low- and middle-income countries.<\/p>\n<p class=\"\" data-start=\"1036\" data-end=\"1308\">Despite initial contention, the agreement passed with no votes against it. Eleven countries, including <strong data-start=\"1139\" data-end=\"1192\">Poland, Israel, Italy, Russia, Slovakia, and Iran<\/strong>, abstained. Slovakia had requested the vote, driven by its vaccine-skeptic prime minister\u2019s opposition to the pact.<\/p>\n<p class=\"\" data-start=\"1310\" data-end=\"1399\">WHO Director-General Dr. <strong data-start=\"1335\" data-end=\"1365\">Tedros Adhanom Ghebreyesus<\/strong> applauded the outcome, stating:<\/p>\n<blockquote data-start=\"1400\" data-end=\"1616\">\n<p class=\"\" data-start=\"1402\" data-end=\"1616\">&#8220;Governments from all over the world are making their countries, and our interconnected global community, more equitable, healthier, and safer from the threats posed by pathogens and viruses of pandemic potential.&#8221;<\/p>\n<\/blockquote>\n<p class=\"\" data-start=\"1618\" data-end=\"2077\">The accord is set to be <strong data-start=\"1642\" data-end=\"1694\">formally adopted in a plenary session on Tuesday<\/strong>, but its implementation hinges on the successful negotiation of a critical annex on <strong data-start=\"1779\" data-end=\"1825\">pathogen access and benefit-sharing (PABS)<\/strong>. This annex, which aims to establish transparent protocols for sharing virus samples and related health data during outbreaks, may take up to <strong data-start=\"1968\" data-end=\"1981\">two years<\/strong> to finalize. Only after this stage will states begin their <strong data-start=\"2041\" data-end=\"2076\">national ratification processes<\/strong>.<\/p>\n<p class=\"\" data-start=\"2079\" data-end=\"2472\">The treaty represents the culmination of <strong data-start=\"2120\" data-end=\"2179\">three years of intensive intergovernmental negotiations<\/strong>, signaling renewed commitment to <strong data-start=\"2213\" data-end=\"2241\">multilateral cooperation<\/strong> despite increasing geopolitical polarization. Analysts have called the agreement a <strong data-start=\"2325\" data-end=\"2360\">vital win for global governance<\/strong>, especially as international institutions like the WHO have faced funding instability and political challenges.<\/p>\n<p class=\"\" data-start=\"2474\" data-end=\"2769\">One such challenge was the temporary withdrawal of the United States from the WHO under former President Donald Trump.
